Position Title: Maintenance Supervisor

Direct Supervisor: Property Manager

Position Summary

  • Responsible for the maintenance operations of the Housing Authority in accordance with agency policies and procedures and all state and federal laws.
  • Direct supervisor over the department staff and maintenance vendors in the day-to-day maintenance operations.
  • Responsible for planning, organizing, and directing the maintenance of the dwelling units, buildings, property and equipment.

Duties and Responsibilities:

The Maintenance Supervisor is responsible for the administration of all maintenance operations of the agency including but not limited to the following:

1. Establishes and maintains schedules and assigns maintenance personnel for routine and preventive maintenance and emergency coverage.
2. Receives, assigns, and ensures that all work orders are completed in a timely manner, and in accordance with established policies and procedures.
3. Performs routine, emergency, housekeeping and special inspections of the units and property, and ensures that corrective actions are taken on deficiencies found, especially relating to property safety and any property code violations.
4. Ensures that all service requests and emergency repairs resulting from annual inspections are completed in a timely fashion.
5. Develops and implements an effective maintenance program for preparing vacant units for occupancy, including performing follow-up inspections to ensure that units are made prepared consistent with the property standard and in a timely manner in accordance with policies and procedures.
6. Administers the preventive maintenance program and ensures timely completion and documentation of all work completed.
7. Updates, implements and enforces an effective emergency maintenance plan.
8. Supervises all work done on the property. Including, monitoring compliance with all contracts and ensuring work is completed in accordance with agency policies and procedures and all state and federal laws. Verify project completion prior to final payment.
9. Assists Property Manager in delivery and distribution of resident materials, maintenance supplies, items needing to be relocated during daily operations of maintenance, for special projects and while assisting with resident-based activities.
10. Assist with obtaining, ordering, receiving, storage, movement and inventory control of agency supplies and property.
11. Assist Property Manager with analyzing and making recommendations regarding property projects necessary to promote security, modernization, beautification, safety and compliance with UPCS/INSPIRE property standards.
12. Assist Property Manager in researching and evaluating ways to improve services and facilities from the standpoint of quality, efficiency and economy, including trash removal, HVAC, pest control, grounds, interior, common areas, property safety and security maintenance.
13. Purchases maintenance supplies, tools, materials and equipment within guidelines established by Property Manager and Executive Director.
14. Prepares, submits and maintains accurate records on all maintenance operations as required and under the guidance of the property manager. To include appliance inventory, maintaining OSHA logs, work order process documentation, resident charge forms, incident reports, make-ready reports, unit inspection input and retention, insurance claim work files, etc.
15. Maintains all vehicles, tools and equipment in acceptable safe, sanitary and working condition.
16. In coordination with the Executive Staff, assists with the selection, supervisions, training and evaluation of assigned maintenance personnel and vendors.
17. Performs all other related duties as assigned or appropriate.


1. Knowledge of and experience in operating under HUD related maintenance procedures, regulations and policies. Must obtain INSPRIE certification within one year of hire.
2. Knowledge of equipment and machinery, including operation, maintenance and repair of a variety of power and manual tools and equipment.
3. Knowledge of building construction, equipment assembly techniques and building materials and supplies.
4. Knowledge of occupational safety standards and safety precautions.
5. Ability to operate under principles of organization, administration, budgeting and personnel management.
6. Ability to maintain effective maintenance programs (i.e., preventive maintenance, emergency maintenance, routine maintenance, etc.).
7. Ability to analyze technical problems and make sound procedural recommendations for their solution.
8. Ability to assist in preparing comprehensive reports of property maintenance activities and costs.
9. Ability to respond to residents with accurate information in accordance with the ACOP and Maintenance plan.
10. Ability to understand and carry out oral and written directions.
11. Knowledge of and ability to perform basic janitorial, plumbing, electrical and carpentry repairs and replacements if needed.
12. Ability to maintain confidentiality and professionalism.
13. Ability to operate a computer using data processing, e-mail and/or word processing programs.
14. Ability to work independently in the absence of supervision.

Physical Requirements:

1. Must be physically able to operate a variety of equipment.
2. Must be able to move, or carry objects that weigh over 75 lbs.
3. Must be able to physically access a variety of unit types.

Minimum Education. Training, and/or Experience:

  1. Must be HVAC certified and maintain certification.
  2. Graduation from a standard high school or GED.
  3.  A minimum of three (3) years of increasing responsible experience in the area of building maintenance with a preference of experience in HUD related housing operations.
  4.  An equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered sufficient.


Special Requirements:

1. Possession of a valid GA State motor vehicle operator’s license.

Working Environment/Requirements

The working environment during a typical workday is a combination of office work including processing documentation requirements but will also include the supervision and completion of work conducted out on the property, requiring the ability to walk great distances, lift up to 75lbs., climb and be comfortable performing roof work, operate heavy machinery, and withstand extreme outdoor temperatures.
